သိပ္ပံနှင့်နည်းပညာဝန်ကြီးဌာန၏ ဦးစီးဌာနအသီးသီးမှ အကောင်အထည်ဖော်ဆောင်ရွက်နေသည့် လူ့စွမ်းအား အရင်းအမြစ် ဖွံ့ဖြိုးတိုးတက်ရေးလုပ်ငန်းများနှင့် သုတေသနနှင့်နည်းပညာ ဖွံ့ဖြိုးတိုးတက်ရေးလုပ်ငန်းများအား အထောက်အထားအခြေပြု လေ့လာဆန်းစစ်အကဲဖြတ်ခြင်းလုပ်ငန်းများ ဆောင်ရွက်ပေးခြင်းဖြင့် ဝန်ကြီးဌာနမှ နိုင်ငံတော်အကျိုးပြု သိပ္ပံနှင့်နည်းပညာကဏ္ဍ ပိုမိုဖွံ့ဖြိုးတိုးတက်စေရန်အတွက် သုံးသပ်ပြုပြင်ခြင်း၊ ထောက်ပံ့ခြင်း လုပ်ငန်းများ ဆောင်ရွက်နိုင်ရန်ရည်ရွယ်၍ လေ့လာဆန်းစစ်အကဲဖြတ်ရေး ဦးစီးဌာနကို ၂၀၂၁ ခုနှစ်၊ စက်တင်ဘာလ (၃၀)ရက်နေ့တွင် စတင်ဖွဲ့စည်းဆောင်ရွက်ခဲ့ပါသည်။

Department of Monitoring and Evaluation(M&E) was established on September 30, 2021 in order to support the development of the science and technology sector for the benefit of the state by undertaking evidence-based monitoring and evaluation of human resource development activities, research and technology development activities of each department under the Ministry.

သိပ္ပံနှင့်နည်းပညာဝန်ကြီးဌာန၏ မူဝါဒပါ စီမံကိန်းများ အကောင်အထည်ဖော် ဆောင်ရွက်ရာတွင် မျှော်မှန်း ရလဒ်များ ရရှိစေရေး ဝန်ကြီးဌာနမှ လိုအပ်သည်များ ပံ့ပိုးပေးနိုင်ရန် လုပ်ငန်းစီမံကိန်းများ၏ အားသာချက်၊ အားနည်းချက်များကို လေ့လာဆန်းစစ် အကဲဖြတ်ခြင်းများပြုလုပ်ရန်

သိပ္ပံနှင့်နည်းပညာဝန်ကြီးဌာနရှိ တက္ကသိုလ်၊ ကောလိပ်၊ သိပ္ပံနှင့် ကျောင်းများတွင် အရည်အသွေးအာမခံမှုနှင့် အသိအမှတ်ပြုမှုများတိုးပွားလာစေရန်

လေ့လာဆန်းစစ် အကဲဖြတ်ခြင်းဆိုင်ရာ အလေ့အထပိုမိုထွန်းကားလာပြီး အထောက်အထားအခြေပြု ဆုံးဖြတ်ချက်ချခြင်းများ အားကောင်းလာစေရေးအတွက် ခိုင်မာသောသတင်းအချက်အလက်များ ထောက်ပံ့ ပေးရန်

ပြည်တွင်း၊ ပြည်ပအဖွဲ့အစည်းများနှင့် ပူးပေါင်းဆောင်ရွက်၍ လေ့လာဆန်းစစ်အကဲဖြတ်ခြင်းလုပ်ငန်းများ ဖွံ့ဖြိုး တိုးတက်ရေး ဆောင်ရွက်နိုင်ရန်

To monitor and evaluate the strength and weakness of the projects and plans implemented by each department according to the Ministry's policy for providing their needs by the Ministry to meet the expected outcomes

To improve the quality assurance and accreditation in the universities, colleges and institutes under the ministry

To provide the definite and clear information in order to strengthen evidence-based decision making and promote the monitoring and evaluation culture

To develop the monitoring and evaluation performance in collaboration with national and international organizations

သိပ္ပံနှင့်နည်းပညာဝန်ကြီးဌာနမှ ချမှတ်ထားသည့် မူဝါဒ၊ ရည်ရွယ်ချက်များနှင့် လုပ်ငန်းတာဝန်များအား ဦးစီးဌာန များက အကောင်အထည်ဖော် ဆောင်ရွက်ရာတွင် စီမံကိန်းများ၊ လုပ်ငန်းများသည် လျာထားချက် ပြည့်မီစွာ ဆောင်ရွက်နိုင်မှု၊ လိုအပ်ချက်များ၊ စိန်ခေါ်မှုများကို သိရှိရန်နှင့် သုံးသပ်ပြုပြင်ခြင်း၊ ထောက်ပံ့ခြင်းများ ဆောင်ရွက် နိုင်ရန်အတွက် အထောက်အထားအခြေပြုလေ့လာဆန်းစစ်အကဲဖြတ်ခြင်းလုပ်ငန်းများ ဆောင်ရွက်ရန်

လေ့လာဆန်းစစ်အကဲဖြတ်ရေးလုပ်ငန်းများ ထိရောက်အောင်မြင်စွာ ဆောင်ရွက်နိုင်ရန်အတွက် လေ့လာဆန်းစစ် အကဲဖြတ်ခြင်း လုပ်ငန်းများအပါအဝင် အရည်အချင်းမြှင့်တင်ရေးလုပ်ငန်းဆောင်ရွက်ရန်

မျှော်မှန်းရလဒ်များအတွက် အထောက်အထားအခြေပြုလုပ်ငန်းများကျင့်သုံးခြင်း၊ ပြုပြင်သုံးသပ်မှုနှင့် ဖြည့်ဆည်း မှုများ ပိုမိုဆောင်ရွက်ခြင်းတို့ဖြင့် သင်ကြားသင်ယူမှု၊ သုတေသနနှင့်နည်းပညာလုပ်ငန်းများ၏ အရည်အသွေးများ ပိုမိုတိုးတက်လာစေရန်

နိုင်ငံတကာ၏ သိပ္ပံနှင့်နည်းပညာ ကဏ္ဍတိုးတက်မှုအခြေအနေများကို လေ့လာ၍ မိမိတို့နိုင်ငံ၏ သိပ္ပံနှင့် နည်းပညာကဏ္ဍ တိုးတက်မှု၊ အရင်းအမြစ်များနှင့် နည်းပညာဆိုင်ရာ လိုအပ်ချက်များအား လေ့လာဆန်းစစ်ခြင်း လုပ်ငန်းများဆောင်ရွက်ရန်

To monitor and evaluate the achievement, needs and challenges on the projects and plans of each department based on the Ministry's policy, objectives and missions

To carry out the capacity building training, including monitoring and evaluation activities for effective implementation of these tasks

To improve the quality of teaching learning process, research and technology by practicing evidence-based activities to achieve expected outcome, more review and support

To conduct monitoring and evaluation on the development of our country, resources and technical requirements by studying on the international scientific and technological innovation

ဝန်ကြီးဌာနရှိ တက္ကသိုလ်၊ ကောလိပ်၊ သိပ္ပံကျောင်းများတွင် အရည်အသွေးအာမခံမှုနှင့် အသိအမှတ်ပြုမှုများ ပိုမိုဖွံ့ဖြိုးတိုးတက်လာစေရန် ပူးပေါင်းဆောင်ရွက်ခြင်း

ဦးစီးဌာနများရှိ သုတေသနလုပ်ငန်းများဆောင်ရွက်ရာတွင် Standard Operating Procedure-SOP များ ကျင့်သုံးမှု၊ ဓာတ်ခွဲခန်းများအဆင့်မြှင့်တင်ခြင်းနှင့် ISO ရရှိအောင် ဆောင်ရွက်မှုများအား လေ့လာ ဆန်းစစ်အကဲဖြတ်ခြင်း

ဤဦးစီးဌာနမှဝန်ထမ်းများအား လေ့လာဆန်းစစ်အကဲဖြတ်ခြင်း လုပ်ငန်းများအပါအဝင် စွမ်းဆောင်ရည်မြှင့် တင်ခြင်း သင်တန်းများပေးခြင်း

ဦးစီးဌာနများရှိ M&E Focal Person များအား လေ့လာဆန်းစစ်အကဲဖြတ်ခြင်းဆိုင်ရာ အသိပညာများ မျှဝေခြင်း၊ ပူးပေါင်းဆောင်ရွက်ခြင်း

ဝန်ကြီးဌာနမှ လေ့လာဆန်းစစ်အကဲဖြတ်လုပ်ငန်းများ၏ အစီရင်ခံစာအထောက်အထားများအရ သုံးသပ်ပြုပြင် ခြင်းနှင့်ထောက်ပံ့ခြင်းများ ပိုမိုတိုးမြှင့်ဆောင်ရွက်ပေးနိုင်စေခြင်း

Cooperating and organizing the department for drafting the departmental annual implementation plan

Conducting the Annual Budget Review-ABR of the Ministry

Conducting the Annual Performance Review-APR of the Ministry

Monitoring and evaluating the research activities of the departments, universities, colleges and institutes for evidance based decision making to develop the researches that benefits to the State

Monitoring and evaluating the technical services, distribution, support and technology transfer to the government and private sectors

Cooperating with the universities, colleges and institutes under the ministry to improve the quality assurance and accreditation

Monitoring and evaluating the Standard Operating Procedure-SOP practising in research activities, laboratories upgrading and ISO acquisition efforts of each department

Providing staff capacity building training including assessment and evaluation activities

Cooperating and sharing knowledge on M&E Focal Person of all departments under the ministry

To be able to do more review and support from the Ministry based on the reports
